Agreement on the establishment of a relationship for exchange and cooperation

In order to enhance the mutual understanding and friendship and promote the friendly exchange and co-operation, (name of city) of (name of country) and (name of city) of (name of country) decide to establish, in accordance with the principle set forth in the communique of the establishment of diplomatic relationship between (name of country) and (name of country), the relationship for exchange and cooperation. Meanwhile, the existed sister-city relationship with (name of city) will be transferred to be a part of the upgraded agreement between (name of city) and (name of city).  (name of city) and (name of city) have reached following agreements after consultation. 

1. The friendly relationship between (name of city) and (name of city) will continue. All parties agree to make joint efforts to strengthen the exchanges and cooperation in social, economic, cultural, educational, public health, scientific and technological and other fields based on the principle of equality and mutual benefit in order to bring about the common prosperity and development.

2.  (name of city) and (name of city) will make use of their geographic and industrial advantages to facilitate the cooperation in the fields of logistic and processing with a view to enhancing their images in the international community. 

3.  (name of city) and (name of city) will build closer relationship by providing mutual support to each other's international events and seek more opportunities for cooperation.

4. For the purpose of continuously developing and boosting the friendship between the two people, top government officials and related departments from  (name of city) and (name of city) will keep in touch and consult on the issues of common interest.

5. Both sides agree that  (name of city) and (name of city) will act as the liaison office between the two sides. The two agencies will also jointly promote the implementation of this Agreement and the cooperation in the above mentioned fields by developing a plan of action for the next steps.

6. This agreement is signed in (month), (year) in (name of venue) and is valid on the date of signature. This agreement is done in duplicate each in the (both  languages) and English language, and both texts are equally authentic.

Confirmation of Agreement on the Establishment of Friendship City Relationship 

between

Based on the joint communique on the establishment of diplomatic relations between (name of city) and (name of city), in order to further consolidate and development mutual friendly cooperation, and to strengthen the understanding and friendship between the peoples of the two countries, (name of city), (name of country) and (name of city), (name of country) have reached agreement concerning the establishment and friendship city relations between two cities through friendly consultation as following:

1. Both parties agree to further strengthen friendly exchanges, expand cooperation, promote friendship between the peoples of both cities, and carry our various friendly activities.

2. Both parties will make joint efforts to promote economic cooperation and bilateral trade, enhance bilateral exchange and cooperation in the fields of renewable energy, health services and environmental management, social affairs, culture, tourism, training and development, among others.

3. It is decided by both parties that (name of city) and (name of city) will conduct concrete liaisons, arrangement and implementation of the friendly exchange and cooperation programs between the two cities on behalf of its respective municipal government.

4. As for the matters that were not mentioned in the agreement, the two municipal governments will decide upon them through friendly negotiation under the conduction of mutual understanding and friendship.

The agreement is signed in two original copies in English, and both copies are equally authentic and will be valid upon the signing by representative of each party.
