[영어뉴스표현] Trump’s briefings, coronavirus aid 트럼프의 브리핑, 코로나바이러스 긴급지원

PBS 방송국의 Newshours의 인기코너인 시사토론 Shields and Brooks를 읽으면서 정리한 표현입니다.

Let's start with President Trump's decision to turn over to the governors the decision about whether and when to open up.

 

- Let's start with ... : ... (대화 주제)으로 이야기를 시작해보죠.

대화 또는 토론시에 어떤 주제와 함께 이야기를 시작해보자고 사회자가 이야기할때 자주 사용하는 표현입니다. 

 

- turn over to somebody something (= turn somehting over to somebody) : 누군가에게 무엇을 떠넘기다.(위임하다)

이표현을 쉽게 이해하자면, 카드게임에서 다음사람에게 순서(turn)을 넘긴다(over)고 생각하세요. 실제로 turn over 는 차례를 넘기다는 의미입니다. 다음차례의 사람에게 게임주도권을 넘기다는 의미가 되므로, 누군가에게 권한 등을 넘기다는 의미가 됩니다. 

같은 의미로 사용되는 표현은 아래와 같습니다. 

 

- pass on something to somebody 

= turn something over to somebody(= turn over to somebody something)

Mark, we have seen the state of Georgia, other states moving quickly to reverse the stay-at-home orders. There are questions being raised about whether it's too early. The president himself at point — backing down on his support for this.

 

- reverse the stay-at-home orders : 코로나19 확산방지를 위해 집에 머물라(stay-at-home)는 행정명령을 뒤집다(reverse)는 의미입니다. 즉 집에 머물라는 도시봉쇄 행정명령을 철회한다는 의미로 사용되었습니다. 

 

- There are questions being raised about whether ... : ... 인지에 대한 의문이 일고 있습니다. 

question은 질문이라고 쉽게 알고 있지만, 의문이라는 뜻으로도 많이 사용됩니다. 이 표현은 정말 유용한 것 같아 따로 빼서 정리하였습니다. 

 

- back down on his support for this : (지지, 승인 따위를) 철회하다. 

본 문장에서는 도시봉쇄에 대한 트럼프의 지지(his support)를 철회하다는 의미로 사용되었습니다. 

back down something은 지지, 승인 따위를 철회하다는 의미입니다. 어원적 분석을 하자면,< back 되돌아가다 down 아래로 on 무엇에 대하여 >라는 의미인데, 이를 하나로 엮으면, 무엇인가를 뒤쪽 아래에다 내려 놓는 행동입니다. 좀더 쉽게 설명하자면, 술자리에서 다 마신 소주병을 의자 뒤쪽에 내려 놓는다고 생각해보세요. 그런 느낌입니다. 뒤쪽 아래에 내려 놓다. 책상위에 올려 놓았던 것을 의자 뒤편에 내려 놓는다는 것은 그것을 더이상 사용하지 않겠다는 행동이겠지요. 그런 뉘앙스에서 어떤 사항에 대한 지지나 승인을 철회하다는 의미로 사용됩니다.  추가적으로, back down on a promise라고 하면 약속을 취소하다는 의미입니다.

the president was in bold type tweeting out, liberate Minnesota, liberate Michigan, liberate Virginia, to put pressure on Democratic governors there to lift the bans and lift the quarantine.

 

- tweet out : 트위터에 글을 쓰다는 의미입니다. 볼드체로(in bold type) 글을 강조하여 트윗글을 남겼다는 의미입니다. 

 

- put pressure on ... : 누구에게 압력을 가하다. '물건을 놓다'는 표현은 3가지가 있습니다. <go는 제자리에 적절히(in place) 놓이다, put은 그냥 놓다, leave 아무데나 놓아두다> 입니다. where does it go? '이거 어디다 둘까?'라는 표현인데, 어떤 물건을 제자리에 두기 원할 때, 상대방에게 이 물건 제자리가 어디냐고 묻는 질문입니다. the toys goes on the table. "그 장남감들은 책상위에 놓여 있습니다." 

 

- lift the bans : 금지를 철회하다. lift의 사전적 의미는  무언가를 들어올리다입니다. 도로를 폐쇄할때 , 임시장애물을 도로 중간에 놓고 통행을 막습니다. 이후에 도로폐쇄를 철회할때 임시장애물을 들어올리는데, 이런 행위에서 유래하여 lift가 봉쇄, 금지, 따위를 철회하다는 의미로 사용됩니다.

But the president doesn't forget the fact that, while he is a loyal supporter of Mr. Kemp's, it's an off-and-on thing, because Kemp, if you will recall, just at a petty political point, instead of appointing to Johnny Isakson's vacancy in the United States Senate Doug Collins, the congressman from Georgia who had been so close to the president, he appointed Kelly Loeffler.

 

- it's an off-and-on thing. : 흔한 일이에요.

전기 스위치를 쉽게 끄거나 켜듯, 쉽게 쉽게 바뀌기도 하는, 흔하게 일어나는 일이다라는 의미의 표현입니다.  

 * it's an off-and-on thing, nothing serious. 흔한 일이에요.. 심각한 건 아니에요.

 

- if you will recall : 기억하시겠지만,

- vacancy : 공석

he could not support and wouldn't defend the lifting of the quarantine in Georgia, so he backed off.
그는 조지아에서의 격리해제를 지지하거나 옹호하지 않을 것입니다. 그래서 그는 한발 물러셨습니다. 

 

- defend : 옹호하다는 의미로 여기서는 support와 같은 의미로 사용되었습니다. 

- back off : 뒤로 물러서다는 의미의 동사 back과 중단이란 의미를 가진 off가 결합된 표현입니다. 즉, 우리말 표현 "한발물러서다"와 같은 표현입니다.

We're getting it into safer and better hands.

 

- get someting into someone's hands

= get someone's hands on something = manage to obtain something

 

And it appears to be a cynical political ploy, with the following formula: For anything that improves the economy, the president gets credit. For any increase in the pandemic, in incidents of disease and death, that has been the decision of the governor.

 

- political ploy : 정치적인 책략(ploy)

- get credit : 명성을 얻다. (*credit은 일반적으로 '신용'이란 의미로 사용되지만, 여기서는 '명성'이나 '인기' 따위를 의미)

- in incidents of disease and death : 질병과 죽음의 사건들 중에...

 

 

Yes, and I'm happy about it. I don't want life-or-death decisions made by a guy who thinks this can be solved by drinking disinfectant. So, if you can get it out of the White House, we're getting it into safer and better hands.

- get something into one's hands :  무엇을 누구의 손에 맡겨 처리하다[관리하다]

 

There's like division of powers here. The federal government is there to dole out money and to organize some of the testing and things like that. And so far, it's doing a reasonably good job of doling out a lot of money.

- division of powers : 삼권분립. powers 국가의 권력을 입법권,사법권,행정권으로 나눔을 의미하는 관용표현입니다.

- (A) is there to do (B) : (A)는 (B)를 하기 위해 있다.[존재한다]

  *You know I’ll always be there for you.  '네게는 항상 내가 있다는 거 알지' 멋진 표현인 것 같아. 굳이 예문으로 남깁니다. 

 

- dole out money : 실업수당을 지급하다. dole은 명사형으로 '실업수당'이며, 동사형으로 '누구에게 무엇을 조금씩 나눠 주다'입니다. 'hand out'(나누어 주다)이란 표현처럼, out은 배분하다는 의미의 동사와 궁합이 잘 맞기에 의미를 강조하기 위해 함께 사용됩니다. 

- and things like that : 그와 같은 것들. 우리말 '기타등등'이란 의미로 'and so on'과 같은 종류의 표현입니다.

 

The one final thing I will say, we tend to gin up conflict. But, in this, I think we're overstating how much conflict there is in America. Americans, considered how polarized, we're amazingly united right now;

- gin up : 설명글 읽기 : [어원과유래] gin up (인위적인 방법으로)... 불러 일으키다

- polarize : 양극화되다. 양극화를 초래하다. 

 

if we loosened too much, there'd be a second wave.

- loosen 느슨하게 하다. 

 

the big story here is that we're sort of hanging together through this.

- hang together through ... : 무엇을 함께 단결하여 헤쳐나가다. 

  hang together는 함께 단결하다는 의미입니다. go through(어려움 따위를 겪다)의 표현과 같이 through는 과정이나 절차를 통과하다는 의미이며, 특히 어려움 등을 헤쳐나가다는 의미로 즐겨 사용됩니다. 예를 들어, win through은 어려움을 잘 헤쳐서 승리하거나 , 좋은 결과를 성취하다는 의미입니다. 

 

 

But there have been other statements that he's made about endorsing this anti-malaria drug that the experts are saying cannot be relied on.

- cannot be relied on : 신뢰할 수 없다. 

 

you're coming across as self-aggrandizing, as self-interested

- come across : find by chance 우연히 알게되다. 의도치 않게 알아치리다.

- self-aggrandizing : 자화자찬의

- self-interested : 이기적인 

 

I really think that that crystallized the criticism.
나는 정말로 그것이 비판을 공고히하게 만들었다고 생각합니다.

- crystallize : 단단하게 만들다. 크리스탈처럼 단단하게 만든다는 의미입니다. 

 

I mean, to say Lysol is a possibility for inhalation sarcastically

- sarcastically : 풍자적으로 

 

It wasn't sarcasm. It was just Donald Trump being absolutely reckless and irresponsible.

- sarcasm : 풍자

- reckless and irresponsible : 무모하고 무책임한 

 

the White House has let it be known that they are now going to be cutting short these daily briefings.

- let it be know that ... : ... 무엇을 알리다. 

- cut short : 축소하다. 

 

It's a morale destroyer. It's tough on morale. It's a drain on all of us. And even the Trump supporters feel drained by his foolery.

- morale : 사기

- drained : 맥이 빠지는

 

it suddenly flipped.
갑자기 급반전되었다. 

- flip : 휙 뒤집다.

 

And starting two weeks ago, if you weren't wearing a mask, even before the law came down, people spoke to you and said, you need to get a mask.

- the law come down : 법이 시행되다. 어원적으로 살펴보자면 다음과 같다. law 법이 come 오다 down 확정되어.
